I have started to make the blue border using the gradient tool but I am
having trouble making the corners. I cant get them to blend with the
rest of the border. Does anybody have any tips for making the border?

Personally, I just kept the whole thing royal blue. I found that when
I printed out the holograms with the pearlex on the laminate, it made
it rather cloudy around the edges anyway. After laminating it, it
looks rather faded/gradient-ed anyway. Try it out, see what works for
you. It passes the book for me.

if you use the poly tool and highlight the left of the green ma state
and go around 1/4 of the upper right seal and down to the bottom and
all around the top. use the gradient tool to get it just right. then
blur it so it is flush.
