I hate to be blunt, but duh, yes there is a way to obtain data from a
mag strip (hi & lo-co). Whenever you use a credit card, the machine
you swipe it through is doing just that. Mag strip readers are very
affordable and are easily obtainable on eBay for both PC & Mac
environments as well as stand-alone units. As for determining what the
data you get off the strip means, that is another issue. But the data
you get will be in ascii-style text, in other words, not just binary
0's and 1's but something that with some minimal studying can be easily
understood.

Readers are around $20 but how about writers? The readers don't
mention it so I presume they cannot write to blank mag strips.

Are writers affordable anywhere? I have found some for $100 but I only
want one to mess around with.

if you found a mag strip writer for $100, it's probably only a 1 or 2
track, lo-co writer. a good writer will write all three tracks and
will support both hi&lo-co mag strips. and unfortunatley, no you're
not going to find one cheap. expect to be dishing out at least $450,
more likely $600.
